Why do some people make slides that resemble Windows BSOD screens?

Take a look at the slides embedded with this post. It's one of those email forwards I received. All I know is that the presentation is about Cholesterol. What about it? I've no clue because I didn't bother reading the text. The design (or lack of it) gave me a headache. The presentation would have been equally correct had it been named "Headache.pps".

Then why do people still make presentations like these? If the purpose was education/awareness, it will not be fulfilled with these slides.

There are decent templates available with Office software suite these days. Moreover, several gorgeous templates are available online. Most of them are free too. Yet some people just don't seem to understand the importance of good/readable design.

You don't have to be a designer. I'm not one. You just need to have some common sense. Never let your presentation slides look like these "Blue Screen Of Death" slides. They are definitely blue screens of death. They signal the death of the audience.
