Wetting the roads — isn't it a waste of water?

While jogging today, I noticed (I'm usually never awake at this time of the day) that Bangaloreans waste a lot of water 'wetting the roads'.

'Wetting the roads' is the practice of pouring water on the roads by the shop-owners and house-owners in order to reduce the dust that flies in to their shops and houses. Clever idea or waste of water? At first, I thought this was a brilliant idea and admired the ingenuity of the Bangaloreans but on second thought, won't the water evaporate quickly? Then? Pour more water?

I wonder how many times a day people repeat the act, because it won't be effective unless it's done several times throughout the day. If so, aren't we wasting too much water trying to reduce just a little bit of dust?

Isn't this another classic case of choosing convenience over wastage of resources? Shouldn't we stop such practices? Shouldn't we find a better solution?
